Silver Eagles graded or raw, what up with that?

Seems I have been able to buy several Silver Eagles lately to fill an Intercept Album (for Ss & Gs) that are graded NGC MS69 for less than the raw coin.
Since I would NEVER assume one grading service to be better than another (mmmmm), I can't find an explanation to this.
Maybe the whole Silver Eagle Program is just a bunch of poo and at the end of the day we'll be lucky if we get spot for the darn things.
Why are First Strikes first strikes? Why is a 1996 First Strike different from 2006 First Strike?
Why are Jefferson nickels so friggin awesome????

o - One reason a raw SAE will sell more than its slabbed counterpart is that the bidder knows for sure what the grade on the slabbed coin is. The raw one could grade better. Not to diss NGC but they appear to be a bit liberal on their grades as well.

o - Just a marketing slab for PCGS as everybody knows there is nothing special about them other than being graded within 30 days of the initial delivery. Just like some folks prefer toned coins, other folks prefer First Strike™ slabs. It adds variety to an otherwise boring set.
