Would a... Could a... Should an MS/PR70DC coin receive...

a "+"? Would a... Could a... Should an MS/PR70DC coin receive a FS/FB/CAM/DCAM/etc.? Shouldn't an MS/PR70DC automatically be a "+", FS, FB, DCAM, etc.? Should an MS70/PR70DC EVER be anything more or less than an MS70/PR70DC (I'm not talking about a downgrade... but should an MS70/PR70DC ever have a modifier including a bean)?

to hear them explain it, the difference between a 69 and a 70 is so slight that there isn't enough differences in the 69's to differentiate a top 10-15% of the 69 grade.

For 70's, if it is numismatically perfect how can one say one 70 is more perfect than another? A "+" represent top end for the grade overall and is more than just eye appeal. What would be the differentiator for 70's?
