How would you handle this? Your experience with Canadian shipping?

I bought some packs of cards from Canada for approximately $55, paid Feb. 14th and they have not arrived. I opened a paypal case before the deadline and now I'm thinking I should file a claim. Usually it takes for me 30 days at the max for Canadian shipping...I'm beginning to think something is wrong.

Seller has fantastic feedback and has been cooperative so far.

I might just go ahead and open the claim, and if the packs come in after a refund send the money back to the guy.
