Often the best and most desirable coin is not the highest graded.

That is a shame. One could argue that there are strong and weak MS 60 and MS 61 coins. Not enough difference in what? Value? Revenue? Stimulation/motivation to re-submit? No one can say...

Is there a market for MS60 or MS61 coins out there. Most have probably already been resubmitted several times to either get the 63 or 58 to make them sellable allready.

an MS61 can be a lousy grade in many series...but in gold dollars, there are many dates where that grade makes condition census. Some Dates/MMs only have a dozen or fewer known MS coins anyway.

I sort of understand the logic behind what they are doing...but on the other hand, as stated above....I dont see the logic.
