My 1909-VDB 67 RD ReSubmit? (No Photo)

OK, I most likely have few coins warranting any "+" resubmission from a value standpoint (perhaps quite a few would make it, but the "+" premium in the Price Guide is quite close to non "+").
Still, I have a 1909-VDB 67 RD that has been CAC'd and appears (well, to me) high end. The value differential from standard to "+" is $1500 - $2250. My 2 questions:
1.) Is this the type of coin that PCGS is encouraging for resubmission with the Big One?
2.) How was the $750 price differential arrived at (accepting that the basic Price Guide has certain limitations in accuracy anyway in a real-world scenario)? Could it be previous market transactions for PQ coins?

I took a quick look at the + prices posted so far (which are based on what I don't know), but they do seem very dealer friendly and extremely optimistic!!!
I've been in the hunt for a PQ '09 VDB in 67RD for a little while and was willing to pay $1500 for a nice one, maybe a little more for a really special example... and I've seend them sell from $1100 up to about $1800 in the past year or so... but to now say a PQ example is now worth $2250???? Based on what??? We'll see... again, having those sort of numbers in a price guide helps dealers as they can now justify moon money prices.
