The big one prices?

So I was looking through the pcgs price guide and obviously there are now price jumps for the PLUS coins. I would like to know how in the heck pcgs determined the prices for them considering there are no auction results to support the prices. How can you list prices for coins that have never sold ? There is no market yet to base any price jump on.

I believe HRH more or less stated they were putting these out as estimates based on coins where they theoretically exist.
