Once a coin is in a SecurePlus holder, is the grade locked down forever?

It's such an obvious question you wonder why they didn't answer it in the press release.

I doubt it. That would kill resubmissions.

Another Big Question: What effect, if any, on the CAC?

How could you successfully resubmit and get a higher grade once the coin has already been scanned into the database? They'd have to admit the first grade (at time of first scan) was wrong.

Yeah, they said this would eliminate "gradeflation," so the graders must think they can get it right the first time. Conservative grading, here we come!

Besides, isn't the idea here to disincentivize the crackout guys who mess with PQ coins to get them into the next grade?
