I thought a CAC bean meant good for the grade. "+" implies really good for the grade, so "+" beats CAC.
Therefore "+" will increase the price of the coin. CAC will adapt but this hurts them
There are 3 big ones. 2 year effort, 6 month effort, and 2 month effort. "+" sounds like a 2-6 month effort. Maybe the extended barcode is the other 2-6 month effort.

Answer to the first question: Generally speaking, such a designation would tend to increase the price of a not-so-special coin, but do nothing for a great looking one.
Answer to the second question: The coin itself will determine that.
Answer to the third question It might be "A big one", but certainly not "THE big one"

The new "PQ" or "+" designation (whichever one they use) will only reflect what people have been doing in the market place for years. When you have something really nice, you charge more for it.
Thirty years ago at ANACS, we got in a collection of proof Seated Liberty silver, all in the original B. Max Mehl envelopes. The prices were written on the enveloped in pencil.
For the run of dimes, all of the envelopes just said "PROOF," but the nice coins were priced at $1.25, the average proofs at $1.00, and the blah ones at 75 or 80 cents. The quarters and halves were accordingly.

Since you're big into RD copper, probably more important would be that you'd lose all of those old green holders you have if you resubmitted to get the + on them. Since the drop of the guarantee by PCGS, those old green holders likely add more value to serious collectors than a + since they demonstrate long term stability.
If all PCGS was doing was adding a +, couldn't that have been done with a sticker and a revision and a quick change on the cert number in their system to give the bonus point... requiring a reholdering does nothing extra for the collector and seems to only funnel more cash to PCGS.

CAC stickers aren't.
Therefore, I think certain things are inevitable... like fewer PCGS coins going to CAC than would have gone otherwise.
