I had thought you could send him a message through the registry, but I see that option is only available if the user enables such communication.

His is a new registry, so you might check ocassionally to see if he enables communication, or optionally you could leave a comment on his registry set that mentions you have an item for his consideration. However, the latter option might not be welcomed, and you might not want to risk pissing him off.
