Too bad PCGS only as I purchased one in NGC FA2 from MadMarty just a few weeks ago. You might consider shooting him a PM as he may miss this announcement yet would have what you need (in PCGS).
Good luck - it is going to be pretty tough to find a common date like the 1922 Peace in lower grades already in PCGS holders. I also decided to start a grading set in Morgan and Peace Dollars, all using one date, the 1881-S and 1923, respectively. I picked that date originally because it was one of the most common and cheapest dates, and I was on a limited funds. But picking an common date really backfired on me.
You can readily find the common dates in AU and up, but it isn't worth it to get slabbed for anything lower than AU. So they just are not out there. I searched for several years and tried to make a few myself, but they won't come back the grade I was hoping for usually. So I guess I am saying that you should think of switching to a less-common or semi-key date otherwise you could be search for years and not find anything lower. Just my opinion. I did start a PCGS grading set for the 1923 Peace Dollar, and I have them in PCGS plastic MS60 - MS65, but never found anything lower.
Here is the same thing with my Morgan Dollar grading set. Can't find anything lower than an EF-40.
I am now working on an Indian Head Cent grading set but I picked the 1908-S because it is a slightly key date and I have found them graded all the way down to G-6 so far. Here is that set.

I was curious, so I just checked the popluation report for the 1923 Peace Dollar.
There isn't a single PCGS graded coin in G4, G6, VG10, F12, F15 in that grade. And only one coin graded for the VG8 and the VF20. So you would have to submit them your self and make them if you want any of those grades.
