I can't seem to find any mention of the pitting/gouges around IGWT on reverse.

This looks like to be a 1904 VAM-1 with the "9" and a possible VAM-13 with a high "O." To my knowledge I don't know of any VAM cracks or die breaks for this date and mint. Check VAMworld for other pics.
