poke the 9 with a toothpick or dip it in something and see if the 9 falls off.

It looks like a coin without any obvious wear, but with only XF detail. In the case of most coin designs/types, that means the coin is counterfeit.

The 9 is all wrong. The denticles are too sharp for a coin that no longer has any breast feathers.

I agree with the prior comments. The coin is a counterfeit. Not only is the date wrong on all digits, but the devices are also very incorrect. The coin was probably harshly cleaned to try to pass off a counterfiet as a genuine harsly cleaned coin.

Forgot to say, you might try looking to see if the coin is actually a wrapper covering a chocolate coin. If so, just throw the wrapper away and eat the chocolate.
