Uncirculated and Exchange cards..

First of all, I would like to thank everyone for their help with my ignorant questions, the answers have definitely enlightened me. I need some clarification of two items. First, in Beckett, it says some cards can only be exchanged until a certain date. So does that mean if a card is number to 50, but all 50 redemption cards are not sent in by that date, then it is possible that only say 25 would or could ever be in circulation.
Two, Uncirculated cards. I just purchased a Topps card that says uncirculated on the back and have noticed several EBAY auctions stating that the card is uncirculated, what exactly does this mean.
Once again, sorry for my ignorance, but I deeply appreciate your knowledge on these subjects. I got out of the hobby for about 15 years ago and now, I am back strong.

The card company probably made all the cards for the redemptions. If the original redemptions aren't all submitted, those unused cards stay in their stock and are used for replacements for other redemptions most of the time.
Uncirculated simply means that the card was not in a pack or if it was, it came sealed in something (usually in a box topper pack)
