My interpretation is that he thinks the coin is accurately graded and has decent eye appeal for the grade.
My understanding is his tolerance for a grade is a bit tighter than the grading companies.

It's a second opinion that carries extra benefit, because they can then be bought and sold at our market price.
Snow's Photo-Sealed coins also come with a buy-back guarantee---something like a min. of 75% of the original purchase price (more, if the value appreciated in the intervening time). I have seen notations in various dealer inventories of coins accompanied by a Photo Seal card.

Yeah, we would have loved to buy the Carnton collection for at my bid for cash, but we didn't have $1 million lying around, so we had to presell most of it to get over the hump. I'm not Laura, you know.
Part of being a dealer is recognizing that you can't buy everything.
