Are cards with Qualifiers listed the same as NQ cards in the pop report?

If I have a card that is Mint 9(OC) that shows in registry has a pop of 35...does this mean that all the 9's are OC or are ALL of the cards graded 9 (with and without qualifiers) included in that pop figure?
