Stars from vintage and pre-war are safe bets. Stay away from modern. Just ask the people who invested fortunes in Bonds, A-Rod, McGwire, etc. Just not worth it. Rookies are usually the most sought after cards and the higher the grade the better. There just isn't as much old stuff as there is new stuff so chances of high grade cards(mainly 10's) poping are pretty slim. Personally I would rather invest in high grade sets and not single cards of superstar players. It also depends on your bank account. Can you afford a high grade Mantle or Orr rookie or can you afford only a Ripken, Gwynn, etc. Again, vintage and pre-war are the safe bets .
