Declared Value Question for PSA Submission

If you have a real beater of a card that is worth say, $90 in a PSA 1 holder, and you believe it will grade a PSA 1 or maybe a 1.5 at most, can you submit that card under the $5 December Special, if the VG value is greater than $100?

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.

Declared value is up to you, but I usually base it on what I expect the card to grade. As long as you are happy with $90 of insurance value on it, then send it in.

Liquidating my collection for the 3rd and final time. Time for others to enjoy what I have enjoyed over the last several decades. Money could be put to better use.
