And doctors that write enough of the kind of scrips you're talking about usually end up facing charges......kinda like Tiger's doctor. And a scrip written by a "friendly" doctor is still illegal.

Based on what the doc's defenders are putting out, it is
fairly doubtful that he was prescribing anything improperly
    to TW.

As far as I know, there is no Federal penalty for a patient,
who gets more dope than "he needs" from his doc.

Doctor Shopping statutes might apply, but in FL, history
has shown they have little interest in being overly agressive
with high-profile patients on the issue.

    ............................

The house calls the subject doc made to TW's house are all well
    documented.

The treatments were encouraged by his other docs and were
    well known to his agents/advisors.

According to the doc's paperwork, the treatments involved only
    platelet-rich-plasma injections.

TW's leg was not healing fast enough, and the injections solved
    the problem.

    .....................................

    From an unassociated doc's site:

Regenerative Injection Therapy with Platelet Rich Plasma

Tendons and ligaments connect muscles to bones, making it possible to do all kinds of physical activities. Overuse or damage to tendons over a long period of time causes the collagen fibers that make up the tendons to form small tears, a condition called tendinosis. Ligaments are composed of collagen fibers and hold bones together, stabilizing joints and controlling the range of motion. Tendons and ligaments have poor blood supply, and they do not easily heal from the damage caused by sprains, strains, and repetitive motion.

    What is Platelet-Rich Plasma?

Platelet Rich Plasma, or PRP is blood plasma with concentrated platelets. The concentrated platelets found in PRP contain huge reservoirs of bioactive proteins, including growth factors that are vital to initiate and accelerate tissue repair and regeneration. These bioactive proteins initiate connective tissue healing, bone regeneration, and repair, promote development of new blood vessels, and stimulate the wound healing process. PRP injections can now be done under ultrasound guidance, for precise localized delivery of these healing factors into injured ligaments, muscles, and joints.

    How does PRP Therapy Work?

To prepare PRP, a small amount of blood is taken from the patient. The blood is then placed in a centrifuge. The centrifuge spins and automatically produces the PRP. The entire process takes less than 15 mnutes and increases the concentration of platelets and growth factors up to 500%.

Because the concoction contains the patient's own
HGH, some anti-doping groups prohibit IM injections.

TW was shot only in a joint.

The doc's paperwork says he made four trips to the
    house to admin the injections.
