Ques. on Mexican 4 Reales

i posted this a few weeks ago on the U.S. site for the novelty of the Norweb envelope, but now i am curious about the coin itself........it almost appears as though someone tried to impart a 'gilt' finish on this coin with a gold-wash.......does anyone have any ideas?

also, is there anything special that stands out about this coin? i'm quite lacking on my knowledge of the mexican series so i wouldnt know if this was a rare mint/assayer combination.......can anyone advise? thanks in advance

    I know the 8 reales series well. I don't know much about the 4 reales.

    The norweb flip is cool. I don't think it commands a premium but it should stay with the coin.

    The finish around the eagle is unusual and I'm not sure what it is or if it is normal.

    I can tell you that the date is a common one and the mint is the mexico city mint which is also common. The assayer PH was only used for that date.
