You can probably get get a PR66 for about $75. So even if the coin graded better than 64 (which it looks like it would), it's still not worth submitting.
PF63 = PF64... spots limit the grade... send it to NCS for conservation... then depending on what they say, make a decision on submitting the coin or forgetting about it. Either way, it's going to be an expensive decision... and you'll want to get rid of it immediately since the spots will probably come back.

P.S. You'll definitely needd to make a PF67 coin for it to be worth the hassle... and I highly doubt that coin will end up there...

Thanks for all the opinions. Spots arent that bad in hand, but they sure show up under magnification dont they. Toning does a good job hiding them otherwise. I think it will stay in the album with all its proof friends!
