Is the cashback available on a "make an offer " transaction or only on a buy it now transaction

Only on BIN. Contact seller, negotiate price and have him change BIN price. Just tell him you want to use an Ebay promotion but it has to be a BIN purchase.

You sayin' "make offer" purchase will still result in cashback? Do you know this for a fact? If so, that's great news. Anyone else able to confirm this from experience?

I once sent an offer on some bullion and was sent a counter offer. I used bing on that counter offer.

I don't know about the offer/counteroffer scenario but today I was able to use Bing cashback in response to a second-chance offer on a regular (non-BIN) auction because second-chance offers are presented as BINs.
