Any major bank and some smaller ones, possibly with a day or two advance request, will sell foreign currency at a small premium over the published exchange rate.
The exchange booth(s) in the international terminal of any international airport will sell foreign currency at a large premium over the published exchange rate, or buy it back at a large discount
Check the yellow pages (or internet equivalent) for "Currency Exchange", and probably find multiple sources in the area which you can shop by phone for the best rate.
I checked all the 1st page google hits and it looks like WF is the cheapest on the conversion rates presently. The spreads are greater than when I last purchased but that's probably a result of the current USD volatility.
Anyway, a $1020 USD purchase will get you 650 euros (over $1000 is free shipping - 2 days). That's just under 1.57 vs. 1.49 spot market (~5.3% markup). All the other onlines I checked were higher; some were in the 10% range.

I agree with this, however, in Rome there are no ATM machines in the international arrivals terminal. There are change places in the airport. I would just get enough euros to get you to your hotel. Then hit an ATM, which are plentiful in Rome.
If you know anyone going to Europe before your trip, ask them to save some of their euros for you to buy when they return.
