Odd...1957 Proof Philly Mint Set has 2 Lincolns in Flat Pack

Hi, I just purchased a bunch of mint sets, one of which was a 1957 proof set. I did a double-take when I saw it had 2 pennies. It looks like it was shipped this way. Note the seal was not complete on the edge near the lincoln. Anyone ever see something like this?

That's what I thought at first, but the break in the packaging doesn't look big enough to slide a penny through. Were these sealed by heat? It looks like one of the lincolns is stuck to the plastic with the same pattern that seals the rest of the coins. Not expecting it to be worth a huge premium, but it is kind of interesting and the first I have seen with a duplicated coin.
