There's about 15 minor varieties of the 39 DDR, you really need to examine the entire reverse to determine just what one was created, but for all intentional purposes, the one you show is "Machine Doubling"

Machine doubling is a possibility, but I would lean toward worn dies. Machine doubling is usually had that pronounced shelf-like doubling on one side of the lettering. This one seems to have this shelf all the way around some letters. Either way, not worth spending any more time on. Keep hunting!

No added value as any of the reported doubled dies, but just a slight premium over one that is a normal strike, but very little.
It would not surprise me one bit to see these kind of machine doublings sold on e-bay as the real thing.
