That seller and MANY others have a merchant account that allows them to accept cerdit cards.
They are, thus, not required to accept PayPal.
...........
In a fraudulent-SNAD claim, sellers who use PayPal are NOT the merchant of record; PayPal is. Such sellers are easy to victimize because the crooked "buyers" NEVER even have to deal with their credit card companies OR with the scammed seller. PayPal does the stealing for them.
Most sellers are totally defenseless against PayPal and crooked "buyers" because sellers are not permitted to defend themselves DIRECTLY with the credit-card issuer.
Sellers using a REAL merchant account ARE the merchant of record. Crooks are required to deal with their own credit card issuer, AND the seller is able to deal with THAT issuer as well.
The security folks at the credit-card companies KNOW that MANY EBAY "buyers" are scummy and broke thieves. A fake SNAD-claim is hard for the crooks to maintain against a sophisticated seller who can talk directly to the card-security people.
Also, the credit-card issuers will often "look to the contract" when trying to resolve a bogus-return claim. "No returns" - absent a legitimate SNAD-claim - actually MEANS "no returns."

The cheapest good merchant account is available at COSTCO. They use regional banks and the seller becomes a customer of those banks. Credit check policies are reasonable; if you have not burned any banks, you can prolly be approved.
If you are friendly with your banker, that is the best option for a merchant account, but they are cost prohibitive if you are not doing volume biznez.
...............
Next year, EBAY is scheduled to require sellers to use only merchant accounts that can be "fully integrated" with EBAY's payment platform.
I asked my bank if they were going to comply with the pending requirement. The banker laughed in my face.

I'd bet this seller does not even have a merchant CC account...his FB suggests that he wants payments mailed to him and is just indicating that Visa/MC method of payment to get around ebay's rules regarding payment.

How can you be sure? His FB indicates that he is deceptive and vindictive in his e-mails, so I wouldn't be surprised if he didn't.
Very few buyers ask to mail payments these days...I'd say out of 50 transactions, I get maybe 1 or 2 who want to mail payment.
There are many untrustoworthy buyers out there, but a large number of deceptive sellers also. This is not a seller whose feedback inspires any sort of confidence in me if I'm the buyer.

I've had a couple hundred transactions in the past year, and less than 5% of those buyers asked to pay by check. I'd also say that Ebay gets more than twice as many visitors per month than Paypal because many ebayers don't buy something each time they visit. Would be interesting to hear from other sellers here on the board if they get a larger % of buyers asking to pay by check or MO..

Yup.
Mainstream-collectible buyers are largely spooked; they no longer want to send paper payments.
(I am thinking cards, currency, coins, stamps as "mainstream collectibles." I do note that some coin folks on the CLCT forum still pay by check, tho.)
Oddball or niche collectibles - eg. ethnic items and glass - still tend to get lots of paper payments.
The age of buyers drawn to different categories of collectibles also has an impact, though. Old folks are not huge PayPal users, unless they came to EBAY in the past few years; the original gang of seniors still prefer sending checks. (They trust sellers more than they trust PP with their "information.")

Used clothing - mostly what I sell - gets lots of paper payment requests. Designer fashion, much less. Used electronics - for parts - gets a good number of paper payment requests, while "working" used electronics gets very few paper payment requests.

Until a few years ago, I usually paid by check or MO. I would not do that, today.

I sell only baseball cards and coins so I suppose that may explain why I get such a low % of buyers preferring to mail payment..

I've never calculated it precisely, but I'd say "less than 5%" for me is about right.....around 1 outa 20 or 25 or so
I only sell sport cards, but I would say my experience is similar in that only 1 or 2 in 50 ask to pay by check or money order. When they ask I tell them I will only accept a USPS money order though. I don't want to mess around with waiting for the payment to clear and then get dinged for slow shipping.
I am always willing to tak a check or money order, before the imposed paypal change, I would say about 5-10% were paper payments. I am still close to 5% , I phrase my shipping "Iaccept all forms of acceptable payments including paypal."
