Main legend on reverse: Meiji Daigaku Koyu Kai = Meiji University Alumni Group.

Small legend on reverse: Jun Gin = Pure Silver.

Characters above the building: Stylized form of Daigaku = University.

    Undated.

It's not a product of the Japan Mint Bureau.

It's presumably at least .99 silver, so the weight will fix a floor on its value.

Wow. Not only was the vendor's description off base, but I have a nice piece of silver bullion (which is secondary to the fact that I liked the medal, whatever the metal). I was wondering about the metal content since where the scratches pierce the tarnish, the metal did have that peculiar sheen. Anyway, thanks so much for the input.

Out of curiosity, what did the vendor claim?

He did not claim very much. There was no description other than the caption:

MEDAL - JAPAN NIPPON GOVERNMENT PALACE
