Can I make a 2nd chance offer on a Naru'd winner?

I recently sold a $25 card on Ebay and noticed that the winning bidder is now Naru. I have sent a couple of emails to find out about payment with no response. Can I send any 2nd chance offers already, or do I need to wait a certain amount of time to make sure payment is coming through? Auction ended on 10/14.

    Just file a NPB. The case will close immediately since the winner is NARU'd. Then send the 2nd chance offer to second highest bidder.

    Once they go NARU, the deal is pau.

    You can make a SCO, now.

    EBAY should send you an email, but no need to wait
    for it.

    .........

    IF the NARU is reinstated, he may complain but EBAY
    will not likely allow him to leave FB.

    Put the NARU on your BBL, now. (If the list rejects the
    name, keep a memo on the event.)

    You can pull the NARU's personal info and try to find
    an error in his file. If he later raises heck, such an
    error will be additional grounds for your not waiting
    for him to become unNARUd.

    MOST instances of a member going NARU are caused by
    little technical things, like an expired credit card.
