paypal question: i thought nobody incurs a fee if the money is "gifted" to the recipient??

i'm about to make a paypal payment to someone and was under the impression that if "gift" is selected, nobody incurs any paypal fees; however, its telling me that there will be a fee--does anyone know how to get around this?? i made a payment to someone a month or so ago and chose "gift" and it didnt mention anything about a fee; did paypal recently change the rules on this?? (granted, that payment was for only $10 and this one is for $325; is there some kind of a limit as to how much u can "gift" before u get charged a fee??)

This should include direct bank account withdrawals as well (not only PayPal balances).
