Does PSA Give Reason Why?

I thought it was going to happen, but I was hoping not. I submitted a crossover on a 57 Starr SGC 8 to PSA, with minimum of PSA 8. It just popped and did not meet minimum grade. The card has a lot better coloring and better corners than the PSA 8 I already have. The centering is not as good, but is well within guidlines for a PSA 8. Will PSA note on the SGC case why they did not cross it over?
