Figuring Autograph Value When Submitting

When you are figuring an autograph value for submitting to PSA, do you include any value bonus certification gives?
For example, I have Steve Young and Jerry Rice mini-helmets signed. Without good certification, they should barely fit in the $50 value limit on this months special. However, these were signed in person and have the player holograms as well as a Spence in person cert., which makes them worth about $125 each.
I think I will submit a bunch of my Heisman signatures regardless. They easily are worth less then $50.
