Centering - whats up with that

OK my brain is struggling to get the full concept on centering so I need help.
From the PSA standards:
A PSA Gem Mint 10 card image must be centered on the card within a tolerance not to exceed approximately 55/45 to 60/40 percent on the front, and 75/25 percent on the reverse.
A PSA Mint 9 Centering must be approximately 60/40 to 65/35 or better on the front and 90/10 or better on the reverse
A PSA NM-MT 8 Centering must be approximately 65/35 to 70/30 or better on the front and 90/10 or better on the reverse
OK thats great, so if a card is 2 1/2" across with a complete rectangle border on the inside of the card what would the measurements be to determine where it falls within the PSA standards. I'm thinking of cutting a CSII to make a clear template I can put over the card with marks to determine % on centering.............

If you line up the jruler on the left side of the card and it measures 13 pixels and you do the same on the right and it measures...say 19 pixels. You add 13+19...which equals 32. Then divide EACH side into the 32.
13/32=40
19/32=60
So the card used in the example would probably be considered 60/40 left to right. do the same for the top and bottom. Hope this helps a little!
