USPS insurance claims

So I have a card not make its destination. It was not signed for because it was under 200. But it did have delivery confirmation. According to USPS.com tracking, it never made it out of Oakland, CA to its destination.
It has been a month since I mailed the item. Claim is pending. Anyone know how long this takes?
Also, the buyer wants me to refund him BEFORE I get a decision from USPS. I already told him I must wait for USPS decision. Am I right to not yet refund?

I also agree that a refund is in order. Think about it ... as a buyer, what would you be expecting the seller to do at this point?

They buyer would be right to NEG you for making him
wait for the money. JUST telling him to wait, prolly
already pist him off enough to NEG you.
In the very unlikely event that your USPS claim is denied
for any reason, use the appeals process; it works.
I know you work for USPS...how long does this take? For the record, he did not pay for insurance. I am the one who paid for it for my own protection. Who is more lucky that I insured it? lol
Remember as a seller you are obligated to make sure the buyer gets his item.
Insurance is for your protection not his.
Sorry this happened but it has happened to all of us.
Did the buyer pay with paypal?

I'm a carrier, so I don't see most insurance stuff, but IIRC my wife told me that all claims are now processed in a central office, I think in St. Louis. If that's the case I would expect your claim to go relatively easy. USPS had the item, now they don't. It's not an expensive claim.
Always buy insurance for any amount you don't want to lose. You can try to get the buyer to pay for it, but if you don't insure it and it gets lost or broken he will almost always win a SNAD complaint. You advertised something nice and he got something that was broken, or he didn't get anything. You did the right thing paying for insurance.

Making sincere apologies in FB is counterproductive for both seller/buyer.
It makes the seller look like he might have done something "wrong."
It makes the buyer look like he might be a "problem" for another seller.

Insincere apologies are not in the above category:
"I am sorry that my perfect conduct caused you to wrongfully leave me a NEG."
As for leaving feedback, if you think it is counterproductive simply email the buyer and thank him for
his patience that way. Saying nothing and simply refunding the money could lead to a negative as well.
Communication is key.
I know as a buyer I appreciate the seller that sends an apology with my refund.
After all neither of us has done anything wrong.
