The N9 designation.

The N9, as many of us know, means that a card is too obscure or whatever for PSA to grade. In my mind a card (or sticker, regional, oddball, etc) can't be that obscure if it has been catalogued. I understand that there may be cards/stickers/regionals/etc that PSA has never graded but is that really a reason for the N9? This designation just seems so arbitrary.

Has PSA ever changed its mind about grading something that once received the N9? If so, what made them change it? Or, has anyone ever spoken directly with PSA about an issue you believe should have been graded?
