1985 Topps USFL - centering help?

What is standard 50/50 tb centering on these cards?? Should the measurement on the top side begin at the thin border line or at the top of the "Topps" stamp? Maybe somewhere in between??

    The border.....will scan a small stack of 10s shortly and post.

    Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.

    A few 10s. As noted above they appear to center off the thin border line as opposed to the Topps logo, which is consistent with other 80s Topps issues.
