error coins in registry sets?

I was disappointed to see that my new 1804 half cent wasn't added to my everyman's registry set. It has a small (3%) clip and is so designated on the holder. Shouldn't this coin be allowed in my set?

Mint Errors
PCGS grades some coins through the Mint Error program. These are coins such as planchet clips and off-metal strikings that have been unintentionally struck by the Mint. Mint errors are designated by an "E" in front of the coin number on the PCGS holder insert. Mint errors can be added to "My Inventory" and the Collectors Showcase, but cannot be used in competitive sets.

They don't have a choice there, the mint has produced as many, if not more, error coins as non error coins.

Just another example of inconsistency in the sets. I know for a fact the coin below wouldn't work in the sets...
