EFO on Scott 1550?

Going through a bunch of stamps kept by my wife's grandpa, I came across this strip of 5 of scott 1550. It appears to have some kind of smear of the orange ink. I'm not real familiar with EFO stuff. What exactly is this, and does it have any value?

Streaks like that are not uncommon in offset printing. The common cause is not getting the blanket cleaned properly after stopping and restarting the press.
