Presidential Inauguration Ticket set

I only have a few of these tickets but want to start a new set. Can i start a set if i only have about 3 items in the set. Also i don't think a george washington or lincoln ticket will ever be in my price range so could start something like a 20th century to the present set?
here the check list.. only 56 items.. only 28 if i start in 1901
