XF-45 or AU-50. Dipped, but not enough to get a no-grade. PCGS holders dipped coins as long as there there are no significant hairlines -- there appears to be some re-toning on this one which should help as well.
I also compared this with several PCGS/ANACS coins before posting and felt rather strongly it would hit '50 but not '55.
As RyGuy pointed out, both have graded coins with no feather features as 40 and 45 with more wear to the hairline.
Also, there is fair luster around the rims and in the bun/high points of the hair. Likewise there are the faint remains on the reverse in the wording.
I'd agree that this coin is definitely absent most of the luster one would find in an AU coin, but (in my opinion) the detail present would correlate to the '50 grade TPG's offer for the '21.
Here's a ANACS 50 (notice the greater wear on the main hairline and greater wear down the middle of the breast on reverse) ....although this might bring the question of how luster affects grade into the debate.
