Can Someone tell me what causes this to a Silver Eagle?

Hello,
I was going through some Silver Eagles and came across this 2001 Silver Eagle with a metal end thingy sticking out the edge of the coin. It is round (like the end of a piece of wire) it will not come off. What do you think? Thanks,
Dan
