Why are the stars on the barber half like that?

The stars above the eagle:
Notice how four of the stars, the ones on the left, are essentially right-side-up.
The other nine stars are essentially up-side-down.
Your basic lazy google search doesn't really shed light on the significance of the orientation of the stars.
I'm sure it has significance: I'm hoping someone here can fill in the interesting information.

As far as I can tall, this was strictly artistic license. Doesn't mean anything. Same reason should apply to the Barber designs.

There you go. That sounds plausible. I knew it had to be something intentional.
I believe Barber himself wanted flat five-pointed stars on the obverse as well, and wanted clouds above the stars on the reverse, such as were found on Bust coinage.
