Never saw one with that header, although the seller even tells you that it was not factory sealed by Topps. They may have been a third party company that put together packs of unsold cards at the end of the year, but I have no idea. Cards are probably ex/mt at best and my guess is that there are not too many SUPERSTARS hiding in the middle. JMO.
I am curious if any of the other unopened collectors have seen this header before. I will be watching for other responses.

I wouldn't trust it. If it was an aftermarket issue in 1960, the cards aren't housed in individual cello packs like the factory issues. So it would likely be very easy to dismantle the pack and swap cards before reassembling.
I'm not so sure it's an aftermarket product. I suppose it is very possible that this vendor/merchant had some agreement with Topps at the time to issue cards in this form.
He's got a number of graded cards for auction...so even if the pack is legit, this guy knows there is likely not much value in there...likely a lot of EXMT commons.
The authentic 1960 racks I've seen have the Topps header card with the same price .29. Never saw that header card before, so I'd be leery without inspecting it up close. At the very least, it's a more ambitious attempt at the so-called "holiday rack," LOL>.

The plastic is a newer plastic not used until the mid 70's to seal rack packs.
