If so, I would really like to get this card finished. I know he is a reluctant signer, and I don't want to mail it to him and lose it.

I would say you are taking a big gamble considering the other two sigs that are on that card.
Why not send Mr. Cloninger a letter first, tell him what you have, and ask him if he would be willing to sign the card and what his fee would be. If he does not respond then hold on to your card!!!!! JMO.

Liquidating my collection for the 3rd and final time. Time for others to enjoy what I have enjoyed over the last several decades. Money could be put to better use.
