Should this have received a Qualifier?

I purchased this card a couple of months ago just as it appears below, and after two attempts to get it reholdered using a form-fitting slab, it remains in this unsightly case. I've had a half-dozen of these same slabs swapped out in recent months, but this guy (Walker) hasn't gotten any love. That said, I suspect that it may be miscut, and was holdered without the appropriate qualifier. What do your eagle eyes see?

I agree that the Walker card might be a result of a no-qualifier request, thus taking it from a PSA 5 down to a 3.

Just give the slab a few taps on the lower left corner or upper right (on a table or something similar) to straighten the card out.
That will help the eye appeal a bit,

it does appear to be miscut and maybe it won't fit into a regular holder....the bottom right side is larger than the top
That is, instead of it being a 5 MC they graded it a 3.
Had that been a card from the 50's or 60's it very well may have been returned as not holdered.
They did the submitter a favor by net grading it and holdering it IMO.
