Ebay "issue" Canadian Buyer....
I have a buddy at work who just started selling some low $$ items on Ebay.
They are hockey items and his auctions list that he only ship to United States.
Someone won one of his auctions ($5 + Shipping of $3.50) and paid via paypal. The buyer is from Calgary. I told him the only way to protect himself was to ship International Express. I checked the auction and only United States is listed as a ship to country.
I told him he has 2 options. 1 send it regular mail and take his chances or refund $$ to the buyer with a note telling him that he only ships to the US as in the auction.
He's worried about a negative. I told him it's part of the business.
I told him that there is a way that people outside of the US CANNOT bid on his auctions but for the life of my I can't remember how.

That being said, have him ship the card, he is only risking a couple bucks, and most Canadians are good peeps, and this buyer has feedback over 900, very little risk IMO.
When you set up the auction, near the bottom of the page, there are choices that exclude certain buyers, one is negative overall feedback (like that can happen anymore?), and another is "bidders who are registered in countries that I don't ship to" that is what he has to check. Some may still email him to ask if he would make an exception, at that point he can use his judgement based on feedback and buying habits.
Simply tell him to ship it 1st class in a bubble mailer.

He needs to set up his auctions to only accept bids from US bidders.
He will make little to no money if all he plans to sell is $5 items. May end up in the hole at times. Trying to make up for it by charging $3.50 for shipping will only cause problems with potential buyers.
I will advise him to just either mail the card or refund the $$.

If a buyer disregards the "ships to" info in a listing, makes a
payment that is refunded, and leaves a NEG, EBAY will remove
that NEG.
The ONLY sure way to exclude international buyers is to use
the appropriate check-box on the SYIF. PayPal can also be
set to reject payments from international accounts.

I am pretty sure that sellers of hockey items cannot do well
on EBAY, if they exclude buyers from Canada.

The ONLY reasons that I can think of for NOT shipping to buyers
from Canada are the PayPal rules AND the inability of sellers to
determine the reliability of such buyers via the feedback system.
USA-buyers of items from Canadian sellers can face a similar challenge.
IF a buyer is relying on PayPal's "buyer protection" in such a
transaction, the buyer will be asked to return a SNAD item to his
Canadian seller. There seems to be NO WAY for the buyer to prove
such return to PayPal without using EMI; about $30.

IF PayPal would simply step-out of the mix - AFTER the item was
shipped - on the issue of INR, the buyer/seller could agree to
rely on insured mail as their ONLY recourse method.

Yup.
And, since the USPS is out of money, we can likely expect
large rate hikes soon.
All at a time when EBAY wants sellers to offer "free" shipping.
it's only $5.00 ~ don't sweat it .....................
As long as shipping rates are displayed in the auction, the only complaints you will have from auction winners are from idiots
