Black Spots on Proof Coins

I have a proof68DCam Washington Quarter that has tiny black spots on the obverse only. I was wondering if these spots would come off if given a quick dip? I have no idea if the spots were on the coin at the time of grading or developed after being placed in the slab? The coin is in a PCGS slab. I assume these are carbon spots and have never dealt with these on proof coins. Any comments appreciated and thank-you ahead of time.

    I would send it back to PCGS for a grade review rather than crack it out which would void the grade guarantee.
