He thinks that PSA made an error and it should have been graded a 9??

He's saying he made an error and that the card is a PSA 8...there are no bids though, he should be able to edit the original. He's just being a shadester.

The error is in the listing. The item details has it made in 1987, not 1982.

1982 Topps Lee Smith comes in two varieties:
-with elongated 'I' in SMITH
-with corrected 'I' in SMITH
From the scan they provided, it looks like the elongated 'I' version.
BTW, neither version seems to be too much tougher to locate.
