I think the Franklin Mint would have produced a little bit better engraving, but who knows.
Those look more like a local issue for the Florida tourist trade. Cheap looking, yes, but not entirely unappealing.
Bradenton, FL is prominently mentioned, so I strongly suspect they were issued there and would not have been something that was mass-marketed nationally.
