When submitting a coin to PCGS, if it is going to no grade for any reason but is genuine, will they slab it as "Geniune" on the spot and send it back to you?

yes, that's the concept they work on nowadays. If you don't want the coin slabbed if it's a no-grade, you can get it back in a BB "the old-fashioned way" if you request it.
