Can you help me identify this card?

I think this is a 1986 All-Star Game Program Insert, but I'm not sure. Donnie Moore is on the back but the only time he was an All-Star was 1985. Is it just that the prior year's all stars were in the program?

Final question, I checked the pop report and I don't see any 1986 All-Star Inserts. Do they not grade these?

I think because of the way they were inserted into the program in 1986, they are not eligible for grading, as they are not unique cards in and of themselves...just a bunch of pictures of players...
