Does anyone have any idea on who is the manufacture of the plastic coin holders used by mint in their annual sets like this?

Other companies use very similar products like this:

Only thing I know it is made in China

Please help.

Even if you found the manufacturer they would not be allowed to use the mold for other clients.

If you are looking to make huge quantities, you can find an "injection molder" in your area. Molds won't be cheap, but it is possible to have a mold made for your needs.

The bottom one of the Lincoln bicentennial cent is what was known as a Harris Frosty Case, now Whitman.

Depending on what your project is and at what quantity, you may be able to purchase the correct sized Whitman Frosty Case and then make up your own inserts from foam board or the like.
